The Compliance Challenge is not Unique to North America

A 2025 BCG analysis of European customs operations found that preventable classification and documentation errors account for 20–40% of shipment delays. Notably, 25% cited manual workflows as the top inhibitor to growth.

The AI Enforcement Asymmetry

CBP already deploys AI for classification verification. The agency's Cargo Classification Tool "utilizes advanced text analysis techniques to evaluate product descriptions and suggest appropriate Harmonized Tariff Schedule codes." The adoption of AI in customs creates a fundamental asymmetry: enforcement agencies use AI to identify classification discrepancies, while most importers still rely on manual processes.

Why Generic AI Tools Fail at Classification

Attempting classification through AI tools like ChatGPT typically produces unreliable results for several reasons: (1) foundation models are not trained on detailed classification levels (8–10 digit HTS codes); (2) they do not follow the hierarchical classification methodology required by the General Rules of Interpretation; and (3) they lack access to current regulatory databases, chapter notes, and binding rulings.
